My wife shared me a couple of photos in heic extension and found out I can't open it directly on my phone (Galaxy S8). Anyone knows there are an app that can view the photos?

Most default image viewing apps on Android phones can't open them just yet. As of Android P, Google is switching to the HEIC format for photos.
Google Photos has the ability to let you view HEIC images. You can also use Snapseed, Google's free image editor, to view or edit them. Windows 10 doesn't have native support for HEIC images yet so unless you have a Mac, you'll need special software on Windows to view or convert them.

Because these photos are Heic format , you can not open them on Windows computer, the computer does not support this format.

You need to convert them first. I've been using HEIC Converter (free) with good results so far. Microsoft will likely add support in the future as both iPhones, and Android phones running Android Pie, will be using that format now.
