Who/what decides whether ideas are HOT, TOP or just NEW?

logged on to ideas to see if there were any replies to my posted ideas. Not finding the latest suggestion I noticed a pull down which has three options.

Hot ideas

Top ideas

New ideas

Who/what decides this and why is a designation needed? 

If it is needed why not default to New ideas and show all posted ideas with option for Top and Hot.

That is going to be the software running the forum that decides that.

I have the filter defaulting to "new" so I can see all the new posts.
