Strange setup.I am disabled and have Telus internet but paying too much for it $70 so looking to spend less but still have speed. I probably go with another provider and pay $40.I guess Telus only have me as a costumer if I pay $70.At the same time for mobile, I could have come to Telus for $25 as that is what I pay, but that is not available to me, only to seniors.I guess Telus doesn't want me as a customer."

So basically no useful answer.
This post is not about Internet for good. It is about mobility/cell phone that seniors will get for $25 with 3 gb of data. Cell phone plan.
Did you read the whole thing?
They offer cell for seniors and internet for disabled, but not both or the other way around.
On top of that, only one size fits all for both plans.

Chartr is a virtual provider.
Also you clearly did not understand that discount internet is not offered to seniors.
