I've been having similar issues. Telus doesn't help and Riot cannot help. Only fix I was able to find was through ExitLag (went from 120ms to 30-ish).

Exactly! I get better latency on WEST SERVERS WHEN I'M IN QUÉBEC. I guess if we don't get a response from someone who can actually help, we're just all going to move to a more reliable competitor. I haven't had issues like this in over a dozen years ...
