Does Telus have different rates for different areas in the province ? I pay 17 for home phone in central Alberta and a friend pays $40 for home phone North west of Alberta.
I don't believe so. There are complicating factors such as grandfathered plans, bundles, additional features etc.

Yes, TELUS does have different rates for a landline phone based on location.
At one time the monthly phone rate was based on the "free calling area", basically how many phones you could call without long distance charges.
Now the rates have fragmented into "high cost serving areas", legacy regulated areas and competitive areas.
