The biggest factor that is likely why Telus isn't offering that device is that demand is extremely low. No Canadian carrier currently offers the DTEK60 at all, which makes it sound like the demand is so low that not one carrier thought it would be profitable to offer the device. It's also still much cheaper to buy the 60 in full from Blackberry ($650), than the other big name devices which are closer to $1000 or more (S7, S8, iPhone 7/+) .
Blackberry's global marketshare is basically considered to be 0%. (source)

Telus still offers a BYOD discount of $180 / year, so there is a small subsidy if you buy it direct.

You can buy them direct at blackberry.com, unlocked and able to be used on any carrier.

I know Telus skips DTEK60, which is ten times better and way cheaper than those high end smartphones in the market. Telus missed that chance to carry that phenomenal device. I heard that Telus will bring in KEYone in May. Hopefully, they will not miss the opportunity again. KEYone is a much awaited device. I will go for it when my contract is up pretty soon.
