Frequent and sustained outages ever since fiber upgrade

I've been a Telus user for nearly 8 years. Ever since the fiber upgrade work began a month ago at our apartment building, we've been dealing with sustained outages. 

Initially it was a few minutes at a time. Then we had an extended period of about 5 continuous days, which was explained to us as damaged cable (affecting some other users nearby). That was fixed at the end of the 5 days, and it's been nearly a month, and we still have outages lasting 1-2hrs at a time. 

A technician has confirmed no issues with our line, and no modem issues either. Today technical support told us it's due to engineers upgrading the building to fiber. Were repetitive outages for a whole month part of the plan? We weren't told the upgrade would involve any outage at all. 

Tech support have repeatedly given their guarantees that it was the last time, it wouldn't happen again. But it keeps happening and at this point I've spent a dozen hours on hold just so Telus can even be notified that there is a problem.

 

I use internet for work, aside from entertainment, so it's frustrating to have unplanned outages throughout the day. 

I'm at the point where I'm almost ready to switch providers, due to no real clear answer or lasting resolution by Telus. Does anyone know how to escalate this so it actually gets resolved?
