Wired or wi-fi? If possible try a wired connection if not already using one.

Were you able to try out FuzzyLogic's suggestions? Failing that, and if it is happening on more than just one specific channel then it may be a hardware related issue, in which case you'd need to call it in.

Have you done a speed test over WiFi with a mobile device standing next to your PVR?

Ideally your phone should be on the same 2.4 GHz band as the PVR to get any indication if the WiFi signal might be the problem. Chances are your router has Smart Steering turned on so it's not going to be possible to select the 2.4 GHz band on your phone.
