The sign up bonus should be offered to longstanding customers who was never given the opportunity to receive a new TV, computer etc... when signing up.

This has been covered a number of times on the forums. Try calling Telus and ask for Loyalty and Retention. L&R is the only group that MIGHT be able to do something for you (if you don't mind going for a new 2-3 year contract).
Tips for dealing with L&R: Be nice and polite. Far higher chance of getting a positive result from them.
