Roaming charges, haven't left the country in years.

As title says, I havent left Canada in at least 15 years. We have a cottage on the north shore of Lake erie. The lake is roughly 60KM across to the US at our location. 

Every weekend, I get "welcome to the USA!" notifications on my phone, and each time comes with a $12 charge. This is despite data roaming on my phone turned off. Phone is a Galaxy S22+. This is super annoying - is there anything I can do to avoid this? Right now I have about $140 worth of charges to dispute.
