It's sounding like it could be an issue with the router. If it is a third party router, you may need to contact the manufacturer. Make sure you have up to date firmware also.
For testing purposes, you may want to connect a device or computer directly to the Actiontec gateway Telus installed. Use ports 2-4. Test directly from the Actiontec without your router.
