Since posting this question I was able to phone Telus, leave my call back (cell) number and they replied within 30 min. They told me that because I was porting my number from Shaw, and it was happening on the weekend, the transfer hadn't been completed yet and should happen within 1 to 2 days. I am disappointed that the disconnect and reconnect couldn't happen simultaneously but glad that at least the phone works to call out and that it was not an equipment problem.
