Why do packets from Burnaby to UBC go to the USA, Germany, and the USA again to get to UBC?

You'll need to be more specific. Can you post the traceroute? Is the internet connection from Telus or through UBC itself?

Are you using a VPN? The traceroute does not read like one from a Telus connection. Hop 1 and 2, and sometimes 3, would normally be Telus, not Neustar.

 

As for the IP you believe is for Germany. Netblocks are bought and sold often so doing a geoIP lookup is not always accurate, nor up to date. The company that has the IP in question (GTT.net) can move it as they need. I see it as Poland on one site, Germany on one, and Ireland on most others. There's a good chance that IP is still in the US. There isn't a direct fibre connection from Washington state to Germany so if it was actually Germany there should be a few more hops on either side of it.
