What devices are you using? Were they purchased from Telus or another Canadian carrier? VoLTE and band compatibility while roaming can be hit or miss. Do you have data roaming turned on in the Settings of both devices?
Turning off data isn't enough to prevent some system apps and devices features from using data. Find My Device, iMessage and RCS, MMS messages, software uodate checks, GPS, and many others things these devices do regardless of the data setting.
