Is Telus Plus available for any smart TV
No. It is not. Telus advertises that only some Sony TV models are currently included.
Supported devicesThe TELUS TV+ app for Android TV is currently supported on Nvidia Shield, Sony TVs running Android TV and Chromecast with Google TV.
