Yes, you can access Apple TV+ and Disney+ on the new TELUS TV Digital Box (among thousands of other apps available from the Google Play Store for Android TV). There are pros and cons to both the legacy and the new equipment but I personally love access to all of these streaming services on one device, as well as being able to search for shows in one UI across the apps that I use.

Hey it’s saying Disney plus and Apple TV are not available in my region. I’m in Canada with the new Telus tv digital box

Is the Google Play store on the set top box showing that you're in Canada or is it set to another country? If it's set to Canada, has anyone installed any VPN software on the set top box, or do you have any non-Telus networking hardware present that uses a VPN?

If you are getting a message that your box is not compatible, then you have one of the older Optik TV set top boxes. Telus's new Android TV based Optik or TelusTV-21T set top boxes are different than the old ones. Depending on the person, some prefer the old boxes and some prefer the new ones. Just depends on the features they need.
Most of the streaming providers are not supporting the older Mediaroom platform that the old boxes use, or they dropped support for it in the last year or two. Netflix is a notable example of that. The streaming providers all developing for the far more common platforms like Google's Android TV & Android, Apple's tvOS / iOS / MacOS, Amazon Fire devices, web based streaming, and for PC. Some smart TVs also have the ability to access various streaming services.
