It means you used 871 MB of mobile data over 4G (or slower) service on your phone. Since your 5G plan includes 4G service the charge is $0.00. Total of your 4G and 5G data usage is 14,469 MB which is well below the 60 GB limit of your plan. You will be using 4G data in areas where there is no 5G coverage so that's where it comes from.

How is 4G or slower called "High Speed" data?

The term predates 5G and 4G. At one time 4G was the fastest and before 4G was LTE and so on. It's marketing term not a technical specification.
