Why am I not able to connect my iphone to the "applications" icon on the phone?

My ipod will open the "applications" icon but fails to open on my iphone.  What's wrong with my phone?  Is it set incorrectly?  Sometimes it works and most times it will not.  Any hwlpful hints?
