global news on channel 104 in Kamloops seems to freeze at times only seems to occur when news is on and local ads are inserted ok at other times has anyone else noticed this

no only on 104 and only during the news cast ie 12 noon and 5-7 pm global news cast

If it's only impacting one channel, it may be an issue with the content provider themselves. You can try reaching out to them directly.
