A lot of TV isn't even broadcast in 1080p. Telus can't offer higher quality video than the broadcasters are willing to broadcast.
Extremely little content is available on TV in 4k. Most computers and devices aren't using 4K. Plus with the bandwidth required for 4K at this point, I doubt we'll see it on any Telus mobile app or website.
If you look at the Steam Hardware Survey results, you'll get an idea of the hardware in use out there. 4K monitors only make up 1.32% of all total users.
