I haven't finished moving yet and my TV isn't at my new place yet. But the install appointment for TV + internet is tomorrow. Is the technician able to "activate" the line and I just hook up my TV and computer afterwards?

No, you don't have to have it, but you need to know where will you place TV itself.
Technician have to know where - so he can run RJ 45 cables female to male, make sure phone jack ins on the wall or near where would TV stand.
Otherwise you will be charged 25$/ each phone/cable jack. Online orders are I believe have free installation, but they don't offer 100 Mbit per second online for order only by phone.
