Short answer is no. None of the mobility providers will. Especially for a new contract where the cost of a phone is now paid over a 2 year term as compared to the previous 3 year one before the new CRTC rules kicked in.

If you are keeping your existing plan and you are not getting a new phone / you bought your own, there is a small chance something may be possible if you talk to Retention very nicely.
