If it is a “feature phone” or a phone that uses a proprietary operating system, the short answer is no as they’re not capable of running the necessary app.
With iPhone/Android/Windows phones, the only way to track your phone with its GPS feature would be to have downloaded or enabled such an app beforehand.
For the iPhone, do you recall enabling “Find my iPhone?”. You would have enabled it by tapping on: Settings > iCloud > Find my iPhone On/Off.
For Android/Windows devices, you would have to download one of the many apps that have that feature built in, register and log into their dedicated website for that service.
