why is the download half the speed of the upload

why is my download speed so much slower than the upload speed, am I being subjected to 'traffic management' or is the equipment inadequate?

Mobility upload speeds are always slower then download. As you don't need the bandwidth for uploading content vs downloading.

My expectation would be that there is less consumption of the network for uploads than downloads, so the upload side experiences fewer capacity issues, but the download side is far more burdened.
