"Data + Messaging 20" plan

Please explain what the per minute rate for a voice call for the "Data + Messaging 20" plan. The Web site has a section that indicates the local airtime rate per minute with a plan is $0.15 and $0.5 without any plan. But I am wondering if the $0.15 rate ONLY apply to plans that already include some voice such as the "Talk + Data + Messaging 30" plan.  The "Data + Messaging 20" plan does not have any voice.

As far as I know, any plan added to a Pay and Talk account nets you the lower rate. We use the data 10 plan, without text or voice add-ons, and get the lower price for voice minutes.

We mostly use iMessage on an old iPhone for occasional use by my better half.
