Call in to Telus, they should be able to offer some options for you, may ask you to agree to a spending limit or deposit due to your lack of credit.

You'll have to pass a credit check. For that you need a driver's license and/or credit card and/or SIN. If you don't have any credit history (neutral credit score) you might have to be placed under their credit limit program for a year. Having no credit is better than having a bad negative credit, therefore you should normally not have any issues activating a line on contract.
