Roaming Charges when Cell Service Turned Off/Data Turned Off - Wifi Only
Turned off my Cell service and Data Roaming while in Mexico - Used WiFi only - Did not make any outbound calls on WiFi- Still was charged Roaming Fees when my phone rang - and there was no one ther...

Did you set Canada as the home base on the VPN ?

I set the VPN to either Toronto or Vancouver.
