Im telus customer in Mexico and cannot send sms

I have a 40 dollar plan for Mexico 

 I can receive messages but not send sms and iMessage works 

I'm using 

Telcel network in Mexico 

Tried reset network settings but it did not change   

iPhone 6 running iOS 8.1

Have you restarted or rebooted your phone?  SMS usually works with no problems, if your voice calling works.

You can reboot by holding the Sleep/wake button and home button simultaneously for about 10 seconds.

Yes I did reboot and reset network settings

Yes I did restart and reset and still no texting ability
