How to avoid roaming all together

going to mexico and still want to bring smart phone so i can take pictures and listen to music, but won't be using any internet (except maybe free wi-fi at my hotel) or using the phone. How do i make sure i will avoid any extra charges or roaming fees?
I should add i'm using an iphone 5 so SIM card to remove

Turn off data roaming and change to airplane mode.

Removing the SIM card will guarantee there is no roaming charges.
Is the phone unlocked? You can replace it with a Mexico Sim.
Public wifi? Hope you are using a VPN to prevent data eavesdropping.
Hotel wifi? I find it's useless in the evening with countless guests watching video's. Consider standing by your hallway door for better reception.
