On that Wikipedia page there is a very short list of countries it's available in so far. The only link I've seen so far between Telus and the GSMA is their OneAPI deal that the GSMA has with the big three in Canada. No RCS.

Okay, I just thought I'd bring it up because Google just added it to an update of their Messenger App (2.0). A universal profile is planned for next year, so hopefully Canadian carriers look into it by then.

Google has an entire platform independent of carriers for software that has the feature set of RCS. Unless Canadian carriers offer much cheaper data plans, I don't see RCS coming anytime soon.

I was going off some info from that. It says carriers need to add support for Google's implementation on the carriers end.

Messages doesn't seem to have that much overhead. I can't see Messenger being that much of a data hog either!

You want to know why carriers support iMessage? They don't support it in any way. Apple made it operate independent of the carriers and Apple tightly controls the hardware and software. Apple makes sure it works on their devices. There's a reason Apple's list of carrier supported features does NOT include iMessage.
Google just announced on December 13th that Rogers is beginning support for Google's Jibe RCS cloud. Roger's has not even announced this yet likely because the Google announcement states they're just starting to roll it out. The announcement also indicates Rogers will be including the app on only new devices, so users with older devices will likely just have to download Messenger and see if it works on their own. RCS/Jibe is also only available to a select handful of devices on Rogers at this time, so it is not a widespread release.
RCS is based on the IMS protocol and RCS is a very poorly adopted standard at this point in time. Google appears to be picking and choosing a tiny number of random providers world wide so far. In addition the description of the app itself advertises it as a better SMS and MMS app so SMS isn't going anywhere.

That seems common around here, where users tend to push their Apple fanboi opinions like nothing else exists. It is their own ignorance, unfortunately, that they don't realize that most of the tech and features their iPhones get, come years after they had already been implemented and used on Android devices.
What Roger's says and actually does are two very different things. Telus has always been more Apple elitist focused. Look at their stores, branding, and so on. They even push the Apple stuff on their employees and customers, which iPad's for digital signing. Perhaps the whole, "ignorance is bliss", is truly the message and experience Telus wants to deliver.
