There isn't a process whereby one can pay down the current device balance. You can make one payment to pay it off but not such that you can make a partial one to it.

One option you could do is put your device on a lower rate plan and TELUS would automatically put half the value of the device balance on the bill, and then you could pay by credit card at a store.
As @scowlingatmonday said -- Yes you can, any time you like. Read your contract. The contract you signed states you can pay half your device balance at any time to get a reduced rate plan. Or you can just pay it down. Telus won't refuse your money. 🙂
