Totally agree with the other contributors, in order to advice a workaround in your case, you've to add more info as to in which, plan U've signed up -Prepaid or Monthly bill- The data as stated by 'xray' is activated when you, buy any amount of data. By mistake users can blocked, but there's a way to rollback the change.
In the case that you bought an 'x' amt of data N' you're unable to browsing the Web or download, un-install or update certain Apps, you've a bug in the system and can solved by a tecnical support member or for a veteran contributor, So report youself to the forum to assist you. <ReadMe soon> "v9"
