Unless you want the developer preview and any bugs with it, looks like maybe October for the Windows 8.1 update. From a quick look at various forums, Samsung may be rolling all the current patches to the 8.1 update into one major upgrade. The waiting game continues.

Welcome back @dcloutier: Regarding to your question. I just made a quick research and <Telus.com> doesn't show anything new, with this [Samsung Ativ S Upgrade to Win's 8.1] But I found a link-dated on: Oct-24-2014: With some information, about this WPhone-Upgrade. Carefully read the article & carry out some checks, like the exactly-model of your (Win's Ativ S phone) and keep on check as well the Auto update option, build-in your phone by goto: Settings >More >Phone update & >Check for updates..if says you've the latest update, then it hasn't arrival yet. Also there's a link to login on a forum.
Finally in the 3rd paragraph from Botton to Top. You'll find this text. Conversely for the majority of users, especially those with Carrier-Branded-phones in Canada & elsewhere are not getting this update as of today. Hope this help you out. CU <v9>
