I am in the uS with a plan for the us but cannot call numbers in Canada, why?

When travelling you must first make sure that your mobile account has International Roaming and International Data Roaming activated. If not, it will not work.

Hi, first, do you see an actual network on your device? If yes, call *611 since your mobile provider will need to access your account to make sure all the details are showing.

To clarify...
-does your phone have a Telus SIM? Prepaid American SIM don't allow calls to Canada. Roam Mobility does allow calls.
-could your Telus SIM be maxed out?
-what is the active carrier displayed on the phone?
-where are you in the US?
