Some thoughts...
- check to ensure you have NO background applications that can be burning data. Do you have Google Maps open in the background?
- use wifi whenever possible, get a VPN if you are on public wifi
- request updates and patches be done on wifi
- use airplane mode when you are not using your phone
- avoid streaming or downloading video/movies
- browse mobile sites, instead of full sites
- look for devices that offer compression like BB7 (6 times compression)
- consider a larger data plan to avoid surcharges
- consider second device/plan
- turn off LTE and look for slower HSPA. The faster the connection, the higher the quality when browsing
- consider an app that meters your usage.
