Is Telus obligated to unlock my Galaxy S4 (on a 3 year contract) after a certain period of time at my request? Is there a fee to this? If so, at what point does the cost of having my phone unlocked go to $0 (if ever)?

Telus will always charge you a fee for unlocking I believe its usually about $35-$50. They aren't required to unlock it until you have had it for 90 days

The phone must be active for 90 days in order to obtain the unlock code. $35.00 is the cost.
