Can't send pictures

I can't send a pic. It just says not delivered for iMessage and text messages.

Does the recipient have a data plan? While iMessages will be delivered while connected to Wi-Fi, text message pictures require the recipient have data turned on.

MMS messaging must also be on in Settings > Messages for SMS picture messages to be delivered.
