When logging into the action tech t3200 modem all my browsers say session not secure. Is that normal?

To IP address 192.168.1.254? No one is purchasing security certificates for routers, so anytime you connect, your browser sees an IP address without a current or valid certificate, and so reports the situation. It is unchanged from the past, and not likely to change in the future.
