Our phone line is down and we can't call, but when I try to use the live chat, it doesn't appear to be working. I fill in the required information, but I cannot select the 'Start Chat' button. It is non-clickable.

Chat appears to be working fine for me.
Make sure you're using a computer, live chat doesn't work on Mobile Devices. Fill in the appropriate details, new or existing customer, which area for the issue, name and phone number.
You must enter a phone number for the "start chat" to work.

It gave you an update on your queue position, twice. Then nothing happened even after an hour. Make you wonder if they already dropped you.
