Traffic-shaping VPN?

My company purchased a Cisco CME and provided OEAP 600's and 8945 desktop sets to work from home employees but we're finding that all VPN traffic is being stepped on (likely in an attempt to throttle P2P traffic). Is Telus expecting their clients work-from-home employees to move to business internet plans? If so will Telus provide Optik TV service with a Business Internet plan such as Office Elite?

TELUS does not throttle / shape traffic, but there are some port restrictions which could impact VPN-type services. Check out the Security Measures Policy for details:

It's an old article, but asides from port 443 no longer being blocked it's still accurate. This info may help you troubleshoot.
