Read receipt stuck

Using Outlook 2016 and my read reciepts are trying to send every few minutes, but won't send through smtp.telus.net. Results in a continuous send/receive error message in Outlook. As the read receipts are hidden, they can not easily be deleted. It appears that smtp.telus.net is not forwarding the reciepts to the original email sender. Any one else seen this and have a solution?

I had this same problem. thought it was a server issue and a Telus Tech from Manila looked at it for about 4 hrs!
I goggled it eventually and turns out a stuck read receipt message, prob due to someone's e mail address changing so the message would not send. Running this tool below fixed it. Also turn off the read receipt option in Outllok to stop it ever occurring again. Why someone needs a "read receipt" I am not sure!
