Phone keeps saying the line is in use...

Just Moved In

 but nothing is, troubleshooting does not help, please help!  I do not have a cell phone.

Use another phone (family member, neighbour, work, payphone) to call Telus to report the malfunction of your phone line. They can then check if it is a problem at the switching office, or send a tech to address the problem. It might be valuable to have your account number with you when call them.
