I cant get my system to run a scan, and I have tried re-installing

On Telus' support website, it says the Cloud part is not compatible with Windows 10 yet. Only Windows 7, 8, 8.1 (32 or 64 bit).
The core of it (if it's standard Norton Internet Security) should be compatible with Windows 10, if Norton's website is to be believed. Telus's site does not list the specific versions of Windows supported for it. No part of Norton supports the Edge browser yet.
Norton's support forums are littered with posts about problems getting things working on Windows 10 also, so you're likely not alone in experiencing problems.
