If a switch breaks, it's dead. It won't give you half the speed. Recheck it as I suspect you have another issue.
The router should not interfere with the multicast from the Actiontec unless you have it connected wrong. Alternatively, the Linksys firmware has the ability to block multicast, so ensure your TV boxes are not connected to it.
