Free access to suicide help lines

I would like to see suicide helplines added as a free call to all cell phones and carriers, regardless if the phone is in service or not (similar to 911) 

It could be a national number or local to the province. I believe this could help save lives, I am taking to to the major carriers first as it would be nice to see them recognize the importance and implement the idea, but also plan on approaching the CRTC in the near future.

I like the idea but I'm not sure how it could be implemented.This would likely require establishing a universal number like 411 and 911. This might be a problem since there are many agencies operating suicide helplines in different regions.
