What does the message, "At the customer’s request, your call cannot be returned” mean?

Just Moved In

I have a BlackBerry Q10 that I use to call a BlackBerry Bold 9900, and whenever I call the number of the Bold 9900, I get the message "At the customer's request, your call cannot be returned".  I don't even get voicemail when I call this number.  We've done battery pulls on both devices, and confirmed that a number block wasn't set up on the Bold 9900.  Is there a number block on the phone number of the Bold 9900?  How do I remove it, so I can call this number from my Q10?
