Community Power UserPedestals and other more localized boxes are usually distribution points for the copper and/or fibre lines in a smaller area. I'd be surprised if the boxes aren't in use. They allow Telus employees to service and maintain the connections quicker. They're also typically installed in utility rights of way / easements. Unless the boxes in question are not in use at all, I would suspect that removing or relocating them is unlikely.
