Safety Issue/fire hazard - ripped bag on Telus line

Hello,

We have a plastic bag dangling from the Telus line at the back of our house that is a confirmed fire hazard from Epcor.

My husband has put in numerous calls to Telus (I think over 5 calls) and there has been 3 onsite technicians dispatched to fix the problem yet every time they show up the technicians do not have the proper clearance or equipment to go up on the line to fix the problem and yet mark the call as completed.

This has been a problem for over a year now.

How can we go about getting Telus to resolve this fire hazard/safety hazard?
