The panel left on the ground and the rest of the mess was finally attended today by actual Telus tech Vahid, not a contractor that had messed earlier. It turned out that the panel cover could be inserted and left unlocked in the absence of the special locking key.
Vahid also checked the huge casing gap on the back-alley pole (still duct-taped over), explained it was handled by an other group but committed flagging them the problem. I trust it will come true some day and will close this. What a relief...
Nope. The panel cover was left on the ground and I had to put it back without the special panel locking key. So I duct taped it over. Furthermore a bunch of **** (cut cables and part wraps) was left in the panel. Hence my "family circus" of a shoddy job in the distribution room. Somewhat similar shoddy work was also depicted on the telephone pole casing on the back-alley showing a huge gap to the strata building PVC/concrete block. But Telus blamed Shaw instead for also using this conduit and too ignoring the gap exposing the cabling to critters, to water ingress and vandalism.
