Alll the surrounding apartments/ buildings have Fiber Optic connections except the building where we live.

It would be the responsibility of the building owner if those are still rental units. Only the building owner can authorize the installation. The owner would need to go to: https://www.telus.com/en/internet/fibre/mdu
